Remember that article on Albania and its 57% BEV share?
Well, the good news just keeps on coming. Now it’s time to report that Ukraine reached 39% BEV share in November!
Despite being a relatively small market (7,910 new light vehicles were registered in November) and the ongoing war, Ukraine is one of the unknown EV share leaders of the world! With over 3,000 new BEVs registered in November, translated into 39% BEV share, few markets beat it.
The secret?
Like in Albania, no VAT and a steady flow of EVs coming from China….
Namely: BYD, which owns 20% of the overall local market. That’s not 40% of the local EV market, but 20% of the OVERALL market.
Sure, part of this has to do with the intention of the local government to start charging VAT next year, so the last few months of 2025 are experiencing a surge, but the local EV movement is still trying to keep the VAT exemption for at least another year. Fingers crossed they will succeed!
Looking at the overall November top 10, we see that BYD placed 3 models among the 10 best sellers, and that 5 out 10 are either BEVs, or BEV-heavy, as the BEV vs PHEV breakdown of the BYD Song and BYD Sealion 06 stand at around 90% BEV and 10% PHEV.
Also interesting to note is that the best selling legacy OEMs are generally missing out on the BEV wave in Ukraine, with the only BEV representative here being the VW ID.Unyx, a China-made BEV that’s basically a rebadged Cupra Tavascan — which failed to succeed in China, leading to part of the production being sent out to Ukraine.

Toyota’s doing the same with the China-only BZ3x, while Renault … besides rebadging some Dacia ICE models, has no BEVs on sale in Ukraine! Come on, Renault! With such a good lineup, one wonders why at least the Scenic isn’t being sold here….
Adding PHEVs (3% share) to the tally, plugins had 42%(!) of the total Ukrainian auto market in November.
And while the new car market is impressive, adding second-hand imports, volumes get really interesting, according to our friends at EAuto, our go-to source for the local market. The total EV fleet stands at 214,700 units. Of those, 210,300 are passenger cars, with the remaining being trucks and buses.
Not bad, eh?
